"Categories of third parties to whom the PI is shared and sold: Advertising technology companies and advertisers. Categories of third parties to whom the PI is disclosed: Content providers; service providers and vendors; third parties, such as social networks you connect to Plex and advertising partners; analytics providers; payment processors; and government entities."

Plex shares personal data broadly across many categories of third parties including ad tech companies, analytics providers, social networks, and content providers, covering nearly every type of personal information collected.

"Certain disclosures of Personal Data that we make to third parties may constitute the "sale" of your personal information, "sharing" of your personal information (including for "cross-context behavioral advertising" purposes), or "processing" of your Personal Data for purposes of "targeted advertising" under applicable laws. This "sharing" or "sale" is used to deliver relevant ads to you on Plex and other third-party sites and services."

Plex explicitly engages in cross-context behavioral advertising, sharing user data to track and target users across Plex and other third-party sites and services.

"Device information (i.e. the device that runs the application you use to access Plex): Advertising id, architecture, city, country, device, device id, display, latitude-truncated, longitude-truncated, memory, model, orientation, platform, platform version, power, region, screen resolution, timezone, vendor, watch connected, zip."

Plex collects an extensive range of device data including advertising ID, device ID, memory, power status, screen resolution, and truncated GPS coordinates, much of which goes beyond what's needed for core media playback functionality.

"Device information (i.e. the device that runs the application you use to access Plex): Advertising id, architecture, city, country, device, device id, display, latitude-truncated, longitude-truncated, memory, model, orientation, platform, platform version, power, region, screen resolution, timezone, vendor, watch connected, zip."

Plex collects truncated latitude and longitude coordinates, city, country, region, zip code, and timezone data, and shares geolocation information with advertising technology companies and advertisers.

"This Privacy Policy may be updated from time to time. We will notify you of any changes by posting the new Privacy Policy on the Plex.tv website. If we make any material changes to the Personal Data that we collect and/or how we use it, we will first obtain your consent before applying any of those changes."

While Plex commits to obtaining consent for material changes, non-material changes take effect simply by being posted to the website, with users advised to check the policy regularly.

"When you delete your Plex account, we delete the Personal Data in the Plex account within 30 days. We may retain some usage statistics (including IP addresses which only provide a coarse location to the city level) in order to improve Plex's services but this data is no longer linked to the Personal Data."

After account deletion, Plex retains usage statistics including IP addresses indefinitely. While they claim this data is unlinked from personal data, IP addresses can still be personally identifying.

"After verifying your identity, Plex will delete Personal Data associated with your account except that we may retain archived copies as required by law. Keep in mind that this option will result in the full deletion of your Plex account itself (including any subscriptions associated with that account such as Plex Pass). The account will no longer be accessible once you do so."

Exercising the right to delete personal data forces complete account deletion including paid subscriptions like Plex Pass, creating a disincentive for users who want to delete their data but keep their paid services.
